School Trustee Representation

Council will make the request for more equitable representation for West Kelowna on the School District #23 Board of Education (now the Central Okanagan Public Schools), which currently has one trustee for West Kelowna, one for Peachland, Westbank First Nation (WFN) and Central Okanagan West and four for Kelowna. Council passed the following motion:

WHEREAS the population of West Kelowna is 34,848 and the combined population of WFN, Peachland and RDCO West is 16,132; and

WHEREAS it is anticipated that West Kelowna will see continued rapid growth in the coming years;

THEREFORE BE IT RESOLVED THAT Council request that the Central Okanagan Public Schools undertake a review of School Trustee representation with a view of a more equitable allocation of trustee seats.

Carriage Homes & Secondary Suites

Council gave second reading to a Zoning Amendment Bylaw to introduce changes to carriage house and secondary suite regulations. The changes would increase opportunities for suites and carriage homes, along with streamlining the process and reducing cost prohibitive factors for infill housing. The changes are anticipated to increase housing options for a diverse range of income levels within the community. The bylaw will now be scheduled for a public hearing in the near future.

Reece Road Rezoning

Council adopted Official Community Plan and Zoning Bylaws for 2446 and 2422 Reece Road to rezone the parcels from Rural Residential Large Parcel and Agriculture to a mix of Compact Single Detached Residential and Low Density Multiple Residential and Low Density Multiple Residential. The change will facilitate a residential development on the 3.49 hectare parcel that includes townhouses and compact housing. The development includes 70 townhouse units and 29 single family compact residential lots. Included are improvements to Old Okanagan Road and Reece Road, including a sidewalk on Old Okanagan Road.

Statement of Financial Information

Council approved the 2016 Statement of Financial Information for the city of West Kelowna. The report is an annual requirement for all local governments under the Financial Information Act. It provides full disclosure of Mayor and Council remuneration in 2016, reimbursements and expenses received by Mayor and Council and staff who have earnings and expenses over $75,000. The report also lists all vendors paid $25,000 or more in 2016.

Good Neighbour Bylaw

Council provided input on its requested review of the Good Neighbour Bylaw. Council agreed not to pursue changes to the bylaw related to dust control, nuisance smoke, tree height or engine valve retardant brakes regulations, but did agree to have staff install signage on certain traffic routes requesting retardant brakes not be used.

Photo Radar 

Council agreed to send the following resolution for consideration by delegates at the September 2017 Union of BC Municipalities convention:

WHEREAS local governments must address traffic safety challenges to ensure the well-being of our residents while balancing limited financial and RCMP resources;

AND WHEREAS traffic speed enforcement in residential areas, playground and school zones is labour intensive and the ability to use photo radar as an enforcement tool has proven to be effective and efficient in the management of speed;

THEREFORE BE IT RESOLVED THAT UBCM lobby the provincial government to amend provincial legislation to permit local governments to independently implement photo radar on local roads at the local government’s expense.
