Solid Waste Management Plan

Council was provided a presentation from the Regional District of Central Okanagan’s Manager of Environmental Services on the Solid Waste Management Plan for the region. One element of the update included an investigation into moving to garbage collection every two weeks, instead of the current weekly pick up. Council agreed to advise the RDCO that it does not support bi-weekly garbage collection.


Gorman Bros. Expansion

Council gave first and second readings to a Zoning Bylaw amendment to facilitate an expansion of the Gorman Bros. Lumber mill operations. The site at 3900 Dunfield Road, is undeveloped and currently zoned C4 Service Commercial. The proposal would rezone the site to I3 Manufacturing to allow additional lumber dry storage, which is not permitted in the C4 zone. The proposal will now be scheduled for a public hearing.

Commercial Medical Marihuana

Council gave third reading and adopted a Zoning Bylaw Amendment to further regulate and provide clarity for commercial marihuana facilities. The amendment excludes marihuana from plants that can be grown in a greenhouse or nursery which will reduce confusion and ensure all commercial production, processing, storage and distribution of marihuana falls within a single definition and associated zoning regulations. The bylaw amendment requires air filtration and security provisions for commercial marihuana facilities including the personal or designated production for one or more registrants on a premises, not including the residential premises used for the production, processing or storage of marihuana for the medicinal use of a resident of that premises, to improve public security and reduce nuisance to surrounding properties. The bylaw amendment also prohibits dispensing of marihuana in the community by clarifying that no retail use includes the production, storage or distribution of marihuana unless licensed as a full-service pharmacy under the Pharmacy Operations and Drug Scheduling Act (and is located within the Light Industrial Zone, l1).

Business Licensing – Societies

Council adopted changes to its Business Licensing and Regulations Bylaw, now requiring that Societies conducting a business incidental to its societal or charitable objectives be required to hold a valid business licence. Changes were also made which allow the Bylaw Officer to impose certain conditions.

Carriage Homes & Secondary Suites

Council was provided a summary of public hearing comments regarding proposed changes to carriage house and secondary suite regulations and agreed to the removal of RC3 and CD3(A) zoned strata parcels from the proposed bylaw. Staff will now incorporate these changes into the proposed bylaws and bring back to Council for second reading as amended.

Rose Valley Water Treatment Plan – Project Management

Council authorized an agreement with Associated Engineering (BC) Ltd. For consulting services for the Rose Valley Water Treatment Plan Project Management for $290,863. The City of West Kelowna was recently awarded a grant under the Clean Water and Wastewater Fund of $41 million. The City’s objective is to fast track this project which will allow the City to bring water quality assurances to the entire northern half of the City. The $49 million dollar plant will provide multi barrier treatment including processes such as flocculation, sedimentation, filtration and chlorination and guarantee, clean, clear, safe drinking water for people living in the Lakeview, West Kelowna Estates, Pritchard and Sunnyside systems. In April 2017 the City issued a Request for Proposals document seeking submissions from consulting firms with experience in project management services in water treatment facilities. The City received five proposals with Associated Engineering ranking highest based on criteria established. The next step in the process is to launch a Request For Proposal process for design of the facility followed by construction which is expected to begin in spring 2018.

Neighbourhood Traffic Calming

Council adopted a revised Traffic Calming Policy after receiving a report on the six traffic calming initiatives undertaken since 2010. The current Traffic Calming Policy was adopted in 2011. After reviewing the effectiveness of past initiatives, staff recommended Council amend the policy to change the focus from City staff investigating the review to a response to concerns brought forward by residents through a petition process and to allow staff to move Driver Awareness Boards to different locations in the community. Council further requested staff conduct a review on traffic calming measures that have been put in place on Vineyard Drive and on Wildhorse Drive.
