Snow Stars Rewarded

Council praised the efforts of five people who made a difference last winter shoveling snow to help their neighbours. The 2016 Snow Stars are: brothers Carter Romano and Lochlan and Cashton Miller; Jack Trelenberg; and, Karl Wojahn. The three brothers, ages 8, 4 and 3, were nominated by neighbours who were touched by the fact that the children, each with their own shovels, removed snow from driveways and walkways without ever being asked. Mr. Trelenberg was nominated by neighbours for always being at the ready to shovel the driveways and walkways of several people who were either out of town or who were elderly and had difficulties removing snow on their own. Mr. Wojahn was nominated by five different neighbours, many who noted that he was always the first one out after a storm to help others clear snow. The winners were randomly selected from nine people who’d been nominated by the end of the season.

Lower Glenrosa Road Storage Facility Proposed

First and second readings were given for proposed Official Community Plan (OCP) and Zoning Amendments which, if adopted, would allow a 117 unit RV storage facility to be constructed on a 1.8 hectare lot at 2670 Lower Glenrosa Road. The property is zoned Agricultural (A1), but not located within the Agricultural Land Reserve and has an (OCP) designation of Medium Density Multiple Family. The applicant is requesting that the OCP designation be amended from Medium Density Multiple Family to Agriculture and that a site specific text amendment be added to the A1 Zone to permit the proposed commercial storage facility. Official Community Plan Amendment Bylaw No. 0100.47 ,2017 and Zoning Amendment Bylaw No. 0154.54,2017 will be scheduled for a public hearing.

Hebert Road Duplex Development Being Considered

Council gave first and second reading to Zoning Amendment Bylaw No. 0154.53, which, if adopted, would rezone properties between 2563 - 2573 Hebert Road from Single Detached Residential (R1) to Westbank Centre Compact Residential (RC1) and facilitate a three lot subdivision with a duplex constructed on each property. As the properties are less than 800 metres from a Highway 97 intersection, the BC Ministry of Transportation and Infrastructure would be required to approve of the bylaw prior to adoption. The proposal will be scheduled for a public hearing.

Search Continues for Ideal Soccer Dome Site

Staff provided Council with an update on the search for a suitable location for a domed soccer facility. Staff indicated that site negotiations are continuing, but the remainder are in camera at this time. Locations that have been reviewed and rejected so far, that can now be shared with the public are:

  • 2011 Daimler Drive, adjacent to the Alliance Church
  • 860 Anders Road in Anders Park in Lakeview Heights
  • 2010 Daimler Drive, adjacent to Constable Neil Bruce Middle School
  • Lot 2, Plan KAP82274, adjacent to George Pringle Elementary School
  • Lot A, Plan EPP9710, DL 486, an Interior Health owned site in Westbank Centre
  • Lot 7, Plan K4P23881, DL 1118, at lssler Park in Lakeview Heights
  • 3170 Shannon Lake Road, in Kinsmen Park
  • 3743 Old Okanagan Hwy, in Memorial Park
  • 2490 Shannon Woods Drive in Shannon Woods Park
  • 2829 lnverness Road next to Webber Road Community Centre
  • 2500 Wild Horse Drive at Wild Horse Park

The City of West Kelowna must consider several factors in choosing the correct site including visual impact on the neighbourhood given that the proposed structure would be about three to four stories tall. Other considerations would be the proximity to required sewer, water and electrical connections, lease and/or ownership terms of any of the potential properties and subdivision requirements such as zoning, drainage, building setbacks, etc.

Avondale Park Will Be Renamed McPherson Park

A neighbourhood park at the corner of Guidi Road and Avondale Place in Lakeview Heights will be named after a local businessman and community booster. Avondale Park will be renamed McPherson Park after the founder of Whiski Jack’s pub in Westbank Centre. Bob McPherson was well known in the community and a great supporter of adult and youth teams. He semi-retired in 2005, stepping back from the day to day running of the pub. He passed away six years later of a sudden heart attack. His family is donating $75,000 to park improvements including plans for a new playground. The park renaming will occur after the park improvements are completed.
