Annette Beaudreau Amphitheatre
Mayor Doug Findlater rose and reported Council’s decision to name the amphitheatre in Memorial Park the “Annette Beaudreau Amphitheatre.” Mrs. Beaudreau was the City’s Recreation Manager and, previously, a long-time employee of the Regional District of Central Okanagan. The move is to commemorate Mrs. Beaudreau’s contributions to her community including creating Music in the Park and acting as a city liaison with the Communities in Bloom competition and Westside Daze. Mrs. Beaudreau was an active advocate for the cultural sector in West Kelowna and an individual who continually tried to bring vibrancy and energy to the community. Mrs. Beaudreau passed away in October 2016 after a lengthy battle with cancer. An official dedication ceremony will be held later this year.
Vineyard Estates Phases 5 to 7
Council gave first two readings to Official Community Plan and Zoning Bylaws for the final phases of the Vineyard Estates neighbourhood development in South Boucherie. The applicant is proposing 171 single family lots with 28 duplexes for the 52 hectare property close to Pinot Noir Drive, Vineyard View Drive and Vineyard Drive. Approximately 36 hectares would be developed with the remainder designated as park or natural area. Vineyard Drive would be extended and act as the primary access to the development and traffic analysis has indicated the road is adequate to handle the increased traffic. However, Council was advised that a second access is desirable, particularly for fire protection. The proposed bylaws will now be scheduled for an upcoming public hearing.
Hillside Development Permit Changes
Council gave first and second readings to an Official Community Plan Amendment Bylaw to improve the City’s Hillside Development Permit guidelines. The proposed changes will incorporate performance measures, monitor requirements for safety and will enable the city to enforce noncompliance. West Kelowna has experienced significant hillside development resulting from a lack of flat, developable land. Hillside development can have an impact on parts of a community beyond the confines of a particular hillside neighbourhood development. With this in mind, on July 28, 2015 Council directed staff to improve the City's ability to monitor, measure and enforce development-related site grading and earthworks. The City's existing guidelines were reviewed and situations were identified where the existing guidelines do not adequately ensure the City's ability to monitor, measure and/or enforce hillside related development objectives. The bylaw will now be scheduled for an upcoming public hearing.
Wine Trail - Boucherie Road Upgrade Phase 2
Council directed staff to proceed with the design of Phase 2 of the Wine Trail Upgrade to Boucherie Road after being presented with conceptual plans for the project. The recommended conceptual plan is intended to balance the needs of all users of the multi-modal corridor. It was developed based on the input of Council, staff, and the public. An open house on November 3, 2016, followed by an online survey, presented options for the public to comment on, including intersection improvements. A roundabout at the Hudson Road and Boucherie Road intersection was the preferred option by 80% of respondents. Council provided input on key decision points and supported:
- A roundabout for the Hudson intersection
- Separate cycling lanes along the corridor
- Designing a roundabout for the Anders Road intersection – Council will make a decision on whether to install the roundabout or a turning lane instead once costs are determined
- Closing access to Boucherie Road from Skyline and Stevenson Roads
- Sidewalks on one side throughout and on both sides where fronting development
Council was advised that BC Hydro provided a cost estimate of $2.2 to $3.3 million to relocate overhead wiring underground from Stuart to Ogden Roads. Although this is the preferred aesthetic option, Council agreed not to pursue burying the lines and will focus municipal funding on safety and traffic flow improvements. Council’s 10-Year Capital Plan includes just over $5 million for construction of the Phase 2 upgrade.
Water Fees Increase
Council gave first three readings to an amendment to its Fees and Charges Bylaw to increase fees for all water utility users due to significant cost pressures. The amendment bylaw proposes a 15% increase for the Pritchard, West Kelowna Estates, Sunnyside and Lakeview water systems users and a 10% increase for Westbank water system users. The increased cost per year to a resident in a single-family home is estimated as follows:
- $54 for Westbank users
- $58 for Pritchard, West Kelowna Estates and Sunnyside users
- $49 for Lakeview users
The city’s Water Utility Master Plan, adopted in October 2014, indicates significant capital requirement for all systems. A Water Rate Study, nearing completion but now on hold as the city awaits word on its grant application to the Clean Water and Wastewater Fund, is expected to propose fees and charges to meet the capital requirements. In the meantime, it is recommended that Council increase rates, which have not been raised since July 2015. The rate increases are proposed to be effective as of January 1, 2017.
