HIGHLIGHTS FROM THE SEPTEMBER 20, 2016
COUNCIL MEETING

Donation of Vineyard Park Swing Set

Council agreed to accept a donation of a swing set from a Vineyard Drive resident and his family for installation in Vineyard Park, which will be improved this year. The donor advised Council that he has a young family and a passion for healthy outdoor activities for kids and for improving his community. Construction of improvements to Vineyard Park are expected to get underway this fall. Council thanked the donor for this generous donation.

Glenrosa/Salmon Roads Development

Council adopted an Official Community Plan Bylaw Amendment to facilitate a residential neighbourhood plan fronting Glenrosa and Salmon Roads that proposes 118 single family and low density multiple family homes. This Comprehensive Development Plan (CDP) involves three individual property owners who wish to develop their lands. The CDP involves 1.22 hectares of land of which 81% is to be developed with the remainder retained as parks space or natural area. The development includes an internal walking trail system that provides pedestrian connectivity between the development and nearby Helen Gorman Elementary School. The applicant would also upgrade Glenrosa Road fronting the subject properties to an urban standard. The application was the subject of a public hearing on August 23. The next steps in the CDP involve a zoning application, detailed technical studies, subdivision and development permit applications.

2435 Dobbin Road Rezoning

Council adopted a Zoning Amendment Bylaw for 2435 Dobbin Road to rezone from Single Detached residential to Urban Centre Commercial. The property is located in Westbank Centre fronting Dobbin Road, 300 metres from the Elliott Road Transit Exchange. A derelict building was recently demolished on the site. The applicant proposes to construct a two-storey mixed-use building with commercial/office on the ground floor and two residential units behind and partially above the commercial space. The proposed development is consistent with the objectives of the Westbank Centre Revitalization Plan.

Wine Trail – Boucherie Road Upgrade Phase 2

Council provided input into the conceptual design for phase 2 of the Boucherie Road – Wine Trail Upgrade. Stantec Consulting Ltd., design consultant on the project, has developed conceptual designs and Boucherie and Hudson Roads intersection improvements which, following the incorporation of Council’s input, will now be taken for public consultation. The 10 year capital plan has $5 million budgeted for construction. The 2017 budget will include an updated cost estimate based on the shelf-ready design.
