Salmon Road Rezoning

Council gave third reading to Official Community Plan and Zoning Bylaw amendments to facilitate a multi-family development at 3210 Salmon Road in the Glenrosa neighbhourhood. The four-acre property is located next to Helen Gorman Elementary School and is currently zoned Rural Residential Small Parcel and its OCP designation is Single Family Residential with the applicant seeking Low Density Multiple Family designations. Council agreed to set the maximum number of dwelling units at 20.

2417 Dobbin Road Rezoning

Council gave third reading to a rezoning application for a key gateway property in Westbank Centre. The application is to rezone 2417 Dobbin Road (Highway 97 North) from Single Detached Residential (R1) to Urban Centre Commercial (C1) to facilitate a medical office building development on the site. The four parcels were recently consolidated to create the subject property which is currently vacant after five dilapidated buildings on the site were demolished. The proposed rezoning is consistent with the Official Community Plan and Westbank Centre Revitalization Plan.

Development Cost Charge Bylaw Adopted

Council adopted the City’s new Development Cost Charge (DCC) Bylaw. DCCs are fees implemented at the time of development which are meant to help municipalities recover the costs of infrastructure needed for growth. The DCC Bylaw includes Roads, Sewer, Storm, Water and Parks DCCs for different types of development including residential, commercial, industrial, carriage homes, golf courses and campgrounds. The bylaw is a result of a comprehensive DCC review which began in 2013. In-stream rezoning, development permit, building permit and subdivision applications have one year from the date of adoption to complete applications under the previous bylaw.

Vineyard Park

Council agreed not to approve $50,000 more for the Vineyard Park construction budget to install playground equipment. The Vineyard Park will be developed this year with a total construction budget of $172,000 that was donated from Mission Hill Family Estate Winery in association with their 2009 development application. The original donation had a value of $200,000, however approximately $28,000 has been allocated to park design and consultation. Detailed construction drawings and a tender package will now be prepared with the project expected to be tendered and constructed this fall.

Wayfinding Signage

As part of the City’s continuing Wayfinding Signage project, Council directed staff to install enlarged highway street name blade signs at prominent road intersections, particularly in the Westside Business Park, wayfinding signage in Westbank Centre directing motorists to facilities including the transit exchange, Memorial Park and the spray park, as well as wayfinding signage for the Wine Trail and Farm Loop. Council also directed staff to work with Westbank First Nation on a possible joint entryway signage and beautification project at the corner of Daimler Road and Byland Road.

Johnson Bentley Expansion Design

Council was provided information on the Design of Phase 1 Expansion Project for Johnson Bentley Memorial Aquatic Centre. The planned expansion will increase the size of the weight room, add programming space and improve administration and front reception space. The architectural drawings for the expansion are expected to cost $50,000. Completing the drawings now means the expansion is a shelf ready project should grant opportunities arise. Since 2011 the City has completed approximately $1 million in renovations to the facility.

Video Surveillance

Council approved the upgrading and installation of video surveillance at the following locations in West Kelowna:

  • Operations Building – 3717 Elliott Road
  • Mt. Boucherie Complex – 2760 Cameron Road
  • Water Treatment Plant – 3184 Shetler Drive
  • Boucherie Mountain Transit Exchange – 1600 Block Westgate Road
  • Johnson Bentley Memorial Aquatic Centre Skate Park – 3737 Old Okanagan


The intent of the video surveillance is to ensure the safety and security of people, assets and property. The City’s Video Surveillance Camera Policy complies with legislative requirements including the Freedom of Information and Protection of Privacy Act.

Statement of Financial Information

Council approved the 2015 Statement of Financial Information for the City of West Kelowna. The report is an annual requirement for all local governments under the Financial Information Act. It provides full disclosure of Mayor and Council remuneration in 2015, reimbursements and expenses received by Mayor and Council and staff who have earnings and expenses over $75,000. The report also lists all vendors paid $25,000 or more in 2015.
